What the Valle is like

Valle de Guadalupe is Mexico’s best-known wine region. Among the hills and vineyards you will find wineries, restaurants, inns and country homes. Buyers here usually want a getaway home, land to build on over time, or a hospitality or farming project.

Land use: what you can build

In 2018 a sector plan was approved to manage growth in the Valle, with density rules and permitted uses (Zeta Tijuana, April 2018). Before you make an offer, ask the municipality of Ensenada for the lot’s land-use certificate and confirm how much and what kind of construction is allowed: that answer sets the land’s real value for your project.

What to check on land in the Valle

  • A deed recorded in the Public Registry and a lien certificate.
  • Where the land comes from: be wary of ejido land that was never regularized, or of a “transfer of rights” instead of a deed.
  • Boundaries that match the cadastral record, ideally with a topographic survey.
  • Access by public road or a documented easement.
  • Water: a well with its concession title, water rights or a reliable supply, and what it costs.
  • Electricity and other utilities, or the cost of bringing them in.
  • Land use and density confirmed in writing by the municipality.

If you are a foreigner

Frequently asked questions

Can I build a house on any lot in the Valle?

Not necessarily. Density and uses depend on the sector plan and municipal permits. Confirm before you buy.

How do I know whether a lot has water?

Ask for the well’s concession title or the supply documents, and check that they are current and what volume they allow. Without documented water, the land is worth less for building.
